Full Journal pdf2005-07-01 House Journal Page 2147 HB 66 The following was engrossed and enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 3:27 p.m., June 22, 2005: CONFERENCE CS FOR HOUSE BILL NO. 66 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Also transmitted was a copy of the following letter dated June 14, 2005, to John Pugh, Chair, Alaska Mental Health Trust Authority: "Dear Mr. Pugh: In accordance with AS 37.14.005(c), this letter describes changes made by the legislature to the Governor's amended state's comprehensive mental health program for FY06 as appropriated in CCS HB 66. The enclosed reports compare CCS HB 66 to the Governor's proposal rather than to the Authority's proposal because the Governor did not transmit the Authority's proposal to the Legislative Finance Division. The legislature appropriated approximately $1.8 million above the Governor's request in order to cover the FY06 retirement system cost increases of $1.3 million in the departments of Administration, Corrections, Education and Early Development, Health and Social Services, Law, Natural Resources, Revenue, and the University of Alaska; and a $500.0 increase in the use of Mental Health Trust Authority Agency Receipts (MHTAAR) for a Behavioral Health Program Partnership 2006 within the University of Alaska. The legislature appropriated the Governor's request less the Fairbanks Detoxification Unit of $1 million. The Fairbanks detoxification unit was funded through the fast track supplemental (Chapter 6, SLA 2005, page 13, section 12(b)). 2005-07-01 House Journal Page 2148 We appreciate the good working relationship that has been established between the Trust and the legislature enabling us to address many issues in creative and efficient ways that would not otherwise be possible.
